Cannot open or read .data file

Specs: Windows 7
I have converted the file to a .txt file and all that appears is random characters (including numbers and letters) Technically, i don't want to edit it, i just want to view it and play around a little. There are numorous files like this and i have had no luck finding out the code/language in the converted file, and no luck finding a program to read the original .data file. It would be much appreciated if anyone knows of a program to read the original .data (not .dat) file. Thanks

The .data file is that of a game, i don't want to edit the original, however i wanted to make it clear i would prefer to read it as a .data file as opposed to converting it. Modifying the files is not against the T&C's but implementing them is, which I will not be doing. My main objective is to look into hex coding of the games themselves *obeying all anti-plagiarism laws, copyright laws and all other relatives*. Just wanted to clear that up.

A hex editor program will allow you to view/amend the content of any file. I use XVI32 and there are more hex editors freely available on the WWW.
