Cacls file/folder disappearing permissions problem

Specs: Windows 7
I've got a network drive which i'm testing with to see if my program will work.
Now when i use cacls when in myfolder to restrict access to files inside, i used this cacls *.* /G Everyone:R
Didn't work so i used cacls *.* /G Administrators:R. After that command all the files in myfolder are hidden, but when i reverse the command to cacls *.* /G Administrators:F no files reappear, when i create files with the same file name as with those that were hidden it says it already exists. What i want to do is to hide it from certain users and be able to reverse it successfully(have it visible/fully accessible) for an individual user whenever i want.
E.g i've got a list of many administrators, so i use xx command to restrict access from all of those. But i want to allow access only to one of them how can this be achieved?
