Batch file to add line to top of text

Specs: Windows XP, Centrino 2 vPro
I need help creating a batch file that will add text to top and bottom of text in a separate text file. For example the text file is:

asdfasdf
sdfgsdfg
dfhdfgh
ghfghk

I'd like the output to look like:

***new top text***

asdfasdf
sdfgsdfg
dfhdfgh
ghfghk

*** new bottom text***

Well I deleted my initial post (from 2hrs ago) since I didnt post it in the right category but I guess you were still able to see it and post to it so thank you for that. :)

Only mods/admins can delete posts, all that the average user can do is remove them from notification lists and the like.
