Bat for checking folders for shortcut and ...

Specs: Windows Vista
I have been trying to create a bat which will check the sub-folders inside the folder for the shortcut, and if it is not there, it will create it. Unfortunately, I have a very limited knowledge of batch files and haven't had any success. Any help would be much appreciated.

Sorry, I'm trying to get the shortcut to link to a program.

Edit: I'll go into more detail. I've been trying to create a batch that will check the sub-folders inside my Pictures folder for a shortcut to a program I have called 'Comical', and if it is not there, it will create it.
