I get 14 such messages when I start to use Word, and even Microsoft technician couldn't sort it, or my organisation's Computing help desk.
This is a real pain in the arse. I completely uninstalled Office and reinstalled it, and the same error immediately returned. And I don't either need the converters or need to be told that they can't be opened.
Which version of Office do you have? The converter kicks in when old old version of Office is used to open files created on a newer version of Office.
You can try this and see if it helps: 1. Go to File > Options. The Word Options window will pop up.
2 Click Advanced.
3. Under General heading, remove the check beside Confirm file format conversion on open option
4. Click OK.
The check had already been removed, so no good, but thanks for the suggestion.
Does this happen with all files or only one or two? If only for one or two, try doing a repair:
Open Word
Select Open
Navigate to the troublesome file and Highlight it, do not double click to open.
In the lower right corner, click the Arrow head next to the word Open
Scroll down to Open & Repair and select.If it is all your doc's then you can try a complete repair of Office.
You could also try an Uninstall / Reinstall again,
but this time use an uninstaller that removes all the flotsam and jetsam
MS has a habit of leaving around.I use Geek Uninstaller

Does the converter need to go to the Internet to do its thing?
If so, is it blocked by your firewall?

The issue is that the convertors are not needed, because there is nothing to convert!
You can try and UN register the key.
