what program will open an rwz file?

Specs: Windows XP
the rwz file is from exporting rules from Outlook 2007.
A previous reply says save it as a txt file, but this is not an option.
Microsoft Outlook 2007 is good for saving rules, but ishopeless for organising them.

This actually helps the problem greatly I think. You seem to be saying that .rwz files are redundant or obsolete.

OK, this is my scenario: I have about 200 or so rules for managing many emails from many contacts. I would like to order these rules alphabetically, check for duplicate email deposit locations and add further features into the rules such as flag specific words. There is only one option that uses this current rule set and that is to export my outlook rules into something. This something can only be a .rwz file. It consists of binary and text information.

1. Does anyone know of an editor for this redundantfile format?
2. Does anyone know where I can obtain the specification of this redeudant format so I can write my own editor? I don't care how complicated the format is.I am a hot programmer
