Protect row when cell value is not equal to blank

Specs: Windows 10
I would like to run a macro to protect a row after something is entered into a specific cell on that row. For example, the data will start to be entered on row 10 and when the cell S10 has a value I would like to have it protect that row and all of the rows above? I would like this to repeat for each row filled out as well.

Just protected or password protected?

What will your process be if the user makes a mistake and enters an incorrect value in S10?

What will your process be if the user makes a mistake and enters a value in the wrong Sx?

What will your process be if the user enters a value in S10 before entering values in the other cells in that row?

While it's fairly easy to meet your stated requirements, things often go terribly wrong once users start to get involved. When all users behave, locking the rows once Sx is filled is fine, but how are you going to deal with the issues that arise when users misbehave?
