Privacy safe free OCR program

Specs: Win10, Intel core i7 2600/ 4GB
I remain particular about my privacy on the internet. Although private I need to file my important documents. I use Foxit Reader to scan them as PDFs, but there are some instances I need to use an OCR to save documents in editable form, word or excel 2007 version. Can any computing-net user advise me on a safe and available free OCR programme I can use with my pc?

Thanks in advance

It seems very odd to be concerned about privacy in an OCR
program. Certainly you want to keep your text private, but is
that type of program likely to be capable of connecting to the
Internet? Nowadays if I want to brush my teeth, do I need to
use a Bluetoothbrush?

You don't need to use a Bluetoothbrush, but they are available. I have one.

I believe that he is looking for a free PC-based OCR utility as opposed to using one of the free on-line utilities. To use those, you have to upload your (private) documents to some stranger's server.

That could certainly be a security concern.

I am concerned too when it comes to sensitive documents and OCR online.

That's why for PDF viewing I use the free version of PDF-XChange Editor, which among other free features also allows you to OCR and save.

After OCR, you can copy / paste the text, page by page, to word or excel, do some formatting and you are done.
