After service pack 3... ?
You listed your system credential as Windows 7.
In Windows 7, there is no Service Pack 3.
Are you talking about Windows XP Service Pack 3 (SP3)?

Duh it's my mistake. I forgot there is Office 2007 SP3. Was Excel 2007 working before you applied SP3?

Yes it was ... But we service packed 6 machines with sp3 and this is the only one machine that caused the issue. No error message wont open or Save or save as. No error just nothing happens.

Try running a Diagnostic.

Click the Microsoft Office Button,
Then click Excel Options.
Click Resources.
Click Diagnose,
Click Continue,
then click Start Diagnostics.

See if that helps.

I would remove the Service Pack and reinstall.
