Nedd Help with a Formula!

Specs: Windows XP
I need to have the value of one cell change depending on the value of a second cell. I figured this one out a few months ago, and I know it is not brain surgery, but I am having trouble recreating.

Any help would be very much appreciated!

There are far too many possibilities (thousands!) to offer any help without some specifics.

Placing any of these formulae in a cell will cause the "value of one cell to change depending on the value of a second cell":

=B1
=4+B1
=VLOOKUP(B1,$C$1:$D$5,2,0)
=IF(B1>3, B1+3, B1)

I could go on all day.
