Is this, when creating a new excel sheet or is it, when editing an existing one?
Maybe, there are grouped cells.

Are you viewing the spreadsheet in a normal view, or something like selecting data for a chart?

Are you having a problem clicking, double-clicking, or dragging stuff in other applications or the operating system itself, or is the problem solely in Excel? If it's not isolated, it could be problems with your mouse, the connection to your mouse, or settings for your mouse.

This is a known issue with Excel 2007 and later. Adjusting the zoom level up then down then back to the required setting is reported to clear it.

DAGS and you'll see that many others have experienced it.
