If formula question with dates and no dates

Specs: Windows 64
Hi,
I am trying to create an IF nested formula for this case: If it is less than X date = Over Retained and Not Over Retained if it there is no date, or the date is greater than X date.

We could use a little more information.

1 - You haven't told us what you want to happen if the cell equals the date.

2 - When you say there is "no date", what is actually in the cell? Is it blank or text or something else?

If the cell equals or is less than the date 07/31/2016, the output needs to be "Over Retained".

If the cell is blank or greater than 07/31/2016, the output can be blank or Not Over Retained.

OK, that makes even less sense.

e.g. Date in cell is 7/15/2016

7/15/2016 "equals or is less than the date 07/31/2016", so the result should be "Over Retained"

7/15/2016 is also "greater than 07/01/2016" so the result should be "Not Over Retained"

Sorry, but you can't have it both ways. ;-)
