how to set printer once to print all excel tabs in color instead of setting printer tab by tab which is very tedious

Try this:

Select the left most tab in your workbook.
Hold down the shift key and select the right most tab.

This will group the sheets and any changes you make will be made to every sheet.

Be careful not to enter any data in a cell or change formatting, etc. When sheets are grouped, any changes made to one sheet will be reflected across all sheets in the group.

Select any sheet in the group if they are all grouped, or a sheet outside the group, to ungroup them.

My first page is black and white and color page starts from page 2. so I am not sure if that will work as it takes the the initiative from the 1st pg.

I'm not sure what you mean by "my first page is black and white."

If there is no color on it, printing it in color will still only print it in black and white.

Besides, your OP asked how to print all tabs in color. We can only answer what is asked.

That said, you can also select the 2nd one and then shift-click the last one to select all except for the first sheet.

To be even more specific in your selection, Ctrl-click sheets to group non-contiguous sheets.
