SHS files are scrap files. They are not readable and cannot be opened. You can drag them to the application used to create them though. What exactly are you trying to do? Regardless, Windows 7 can't handle shs files.

A scrap is a file that is created when you drag part of a document to the desktop.

Accessing the contents of a SHS file requires you to drag that file from the desktop to the application that created it. For example, if the SHS file contains a fragment of a Word document, drag the file to Word.
