|If it's a one off, I'd sort the data on column R, then scroll down to the topmost cell in R with the value 3999, mark the consecutive rows and move them. Then sort on column Q etc, and repeat for column P. This should take about 30 seconds for an unexperienced user, so it's probably quicker than writing a macro.|
If you need to keep the order of the rows, insert a new column with numbers 1, 2, 3 etc. for each row, so you can re-sort both the sheets afterwards.
