OK, I changed the link. Try that one instead, it's a .msi file.

Are you downloading it legally from a reputable site?

Here's a direct download link: PDF Editor 4.5

"Downloaded file has no extension"
Are you set to show all file extensions? Go to:
"Control Panel > Folder Options > View" then uncheck "Hide extensions for known file types". It's a good setting to have.

Always pop back and let us know the outcome - thanks

Followed your suggestion. Downloaded file "spdfedit.exe" appeared promising.
Tried to run it, but install instructions looks like Spanish.

Initially downloaded file through Tom's Guide. Goofy name "y8IojCMx". Can not run.

I have scanned both files through AV and ati-malware. No problems.
My problem could be trying to install " PDF Editor 4.5" on Surface Pro Windows 8.1.

Thanks.

"Hide extensions for known file types" is already unchecked.

I don't know what is going on here but "goofy name y8IojCMx" with no file extension is very weird. I tried the same source and received a different goofy name.

For some reason I couldn't reach the link in #1 (with three browsers) - it said "website declined to show this webpage". Maybe it's because I'm in the UK but it's surprising.
EDIT: Link now works for me - see #6.

Always pop back and let us know the outcome - thanks

Thank you, riider, for the link.

Downloaded file "pdfedit-20140526_1531.msi"
Installed with no problems. PDF editor is "TIAEditor v1.28". No run instructions in folder.
Loaded the program.
Opened a pdf file.
Got the editor screen.
Clicked on "Text" option.
Able to select and delete a character string.
Inserted new character string.
However, when time came to apply change, program bombed with error message:
"pdfedit.exe has stopped working
A problem caused the program to stop working correctly. Windows will close the
program and notify you if a solution is available."
Same error every time.

Enough time spent on this. Let's close the post.
Thanks to all who replied.
