How to insert row if false

Specs: excel 10
I am working with excel and I want to combined two worksheets. Is there a way in Macros to make it so that if the row titles don't equal each other that it can add a row on one of them with the correct data title?

What is a "row title"?

What does "add a row on one of them" mean?

Is a "correct data title" the same as a "row title"?
