You cannot do a conversion as such because one is a graphics file and one is a word-processing file. Easiest thing to do is insert the jpeg into a blank Word document and then save it as an MSWord file.

If you don't have MSWord then you can do the same thing using OpenOffice, which is free and works with MSWord format.

If you have a jpeg file that is a "picture of a text document", try scanning it in with an OCR application and converting it to "editable text".

You could then edit/save the document in Word.
