Since I don't know what columns you are using, I'm going to simplify the issue and say that you have names in Column A and multi-line data in Column B.

e.g.

        A B
1 Names Data
2 Bill 1
3 2
4 3
5 4
6 Steve 11
7 22
8 Anne 333
9 444
10 555
11 666
12 Ed 7777
13 Mark 88888
14 99999
15 Sue 101010

In C2 (or whatever is your last column) enter this formula, replacing the references as required.

=IF(A2<>"",A2,OFFSET(C2,-1,0))

This should give you a complete list of names, essentially filling in the blanks cells between each name.

        A B C
1 Names Data All Names
2 Bill 1 Bill
3 2 Bill
4 3 Bill
5 4 Bill
6 Steve 11 Steve
7 22 Steve
8 Anne 333 Anne
9 444 Anne
10 555 Anne
11 666 Anne
12 Ed 7777 Ed
13 Mark 88888 Mark
14 99999 Mark
15 Sue 101010 Sue

Now, select your data, Columns A:C, and sort on Column C. This should sort your names in alphabetical order, keeping all of the data associated with the correct names.
