How do I increase the send file size for Mac users?

Specs: Server 2003Exchange 2007, varies
Mac users on Outlook 2011 connecting to Exchange Server 2007 that's running on Server 2003.

We can send files 25MB in size when using Outlook for Windows and OWA but Mac users get an error "Outlook cannot send the message {Message Name} because the message size exceeds the maximum limit set on the server."

I'm working with an MSP that says Mac users should just send from OWA but at the moment they cant even send anything bigger that 7 or 8 MB because of the added overhead and the 12MB max (estimated)

Could you please provide suggestions to check? I'm the onsite tech with admin rights but usually lean on the MSP for higher lvl tasks. Thanks for any help you can provide and have a good weekend!
