I need to change the color of cells F6:F39 if F5="Actual". Can this be done? If yes. how? Thanks!

Use Conditional Formatting.

Select F6:F39
Home Ribbon
Conditional Formatting
New Rule
Use a Formula...
=$F$5="Actual" (Make sure you use the dollar signs as shown)
Select your format

Is there also a way to make cells F7:F22 appear "blank" if F5="Projected"

Not knowing what's in your cells, 2 things come to mind:

Use Conditional Formatting to set the font color to match the cell fill color.

Use an IF statement, e.g. =IF(F5=''Projected'', "", Something Else)
