How can I add ribbons to my toolbar in Excel Starter 2010?

Specs: Windows 7
How can I add Data tab and Developer tab to my toolbar in Excel starter 2010? I have word and excel starter 2010 loaded on my computer. I need the developer tab and Data tab to be on my toolbar. How can I access this?

I don't run Starter 2010 but with Excel 2016, you'd go to File > Options > Customize Ribbon.

Quick Access Toolbar:
You can display the Quick Access Toolbar above or below the ribbon, but you cannot add or remove commands from it.

Ribbon Customizations:
The Excel Starter ribbon cannot be customized, but you can minimize and expand it by pressing CTRL+F1
