I think this should do you, assuming your start date is in A1 and your end date is in B1. You need to use networkdays.intl instead of networkdays and make an adjustment of -0.5 for the half day.

=NETWORKDAYS.INTL(A1,B1,11)-0.5

Interesting attempt, but what happens if the Start Date is a Monday and the End Date is Thursday?
That is 3 Full days, no half days, but your formula still subtracts for a Half day.

Additionally, the NETWORKDAYS functions compute only DAYS, they know nothing about HOURS and the original request is for working hours between 2 dates

Working hours would require a knowledge of when the workday begins and
when the workday ends. IE Workday Starts at 8:30 AM - Workday Ends at 5:00 PM

The Half Day is the biggest problem with this request.
