Microsoft photo editor is part of (<2003) Microsoft office, and it is unlikely to find a copy of it legally without it
Unfortunately it is no longer supported, and not included with newer versions of Microsoft office, the only two things I can suggest is either downloading a free photo editor, like PAINT.NET or buying an old copy of office off of ebay and just installing the photo editor component

The one that I did download seems to work OK

However, it does not do well with large files (2MB) so you still need some type of editor where you can reduce the size. Of course, unless you're looking for something hidden inside someone's facial pores there really is no need to shoot at these ridiculous resolutions. Most people don't realize that they can change their camera settings and end up buying larger and larger media to accomodate their pics. Silly!

Try this! I just got it from another responder and it works well. It doesn't do well with huge files.
