Find the maximum of occurence and past the score

Specs: os
I have a table like this:

Value	1	2	3	4

-9,39				1

The first row is a score. The first column is a value. And inside the table is how many times the score has the value.

Then I have another table like this:

Table	-0,01	-0,02	-0,03	-0,04	-0,05
0					
-0,1					
-0,2					
-0,3					
-0,4	

Where the the first row and column represent the value (first column of the table above)

My goal is to have a macro able to report the score (1,2,3,4) in the seconde table. It has to report the score that have the maximum number.

For example in the table 1, the value -3,53 has 3 times the score of "1" and 1 time the score of "4". So it should report the score of "1" in the seconde table.

I kind of get the idea, but what is the distinction between:
-0,01 -0,02 -0,03 -0,04 -0,05
and
-0,1 -0,2 -0,3 -0,4 -0,5

Is this the reason that the second table is two-dimens instead of one? Does "0,1" mean "0,10" in relation to "0,01" (ie: does ,1 imply tens-place without the trailing zero, in which case why two dimensions intead of one)
The table can be "gathered" into text and sorted, but, for me, first I need to understand the relationship between the two dimensions (top row and left column) of the second table and why they are formatted differenly. So far, I'm "slipping a gear". Also, I'm assuming the table is in excel, and not text (CSV) format?

Firstly Yes its on excel format and not CSV.

For the 2nd table: Its a table that allow the user find easily a score (1,2,3,4) depending on the value (i.e.: -3,43).

To read the 2nd table you need to add the value in the first column with the value to the first row. For example :

-0,2	-0,21	-0,22	-0,23
-0,3	-0,31	-0,32	-0,33

-0,6	-0,61	-0,62	-0,63
-0,7	-0,71	-0,72	-0,73
-0,8	-0,81	-0,82	-0,83
