Excel Adjusting formula

I need to adjust the last column with the statements below. If anyone can help it would greatly appreciated. Thank you.

Adjusted Column:
A. If a student's Exl % is less than Semester % by 20% or more, lower the semester % by 15%;

B. If a student's Exl % is less than Semester % by 10% or more, lower the semester % by 10%;

C. else, the student gets to keep his semester %
one formula should work for all of the Adjusted column
