Drop down list based on values in two cells

Specs: Windows 10
I want to offer a drop down list to the user in C1, if A1 is not blank and B1 is empty/blank. How can I do it with data validation?

If you are willing to include VBA in your workbook, we can make the drop-down list available based on your criteria. If we go this route, we would need some more information so we can determine the best way to trigger the code to create/delete the drop down. e.g. How does the data in A1 and B1 get there: direct user input, drop down lists, formula based, something else?

Another option is to not use VBA and always have a drop down in C1 but change the choices based on the contents of A1 and B1. e.g. display N/A or something similar and not offer any other choices except when you want it to.
