Converting PDF to play on a DVD player

Okay so here we go. I am trying to convert a PDF media presentation (including video) to play on a regular DVD player. I am really confused here, many sources have suggested converting the PDF files into jpegs and playing it that way, but that would mean that the videos would be separate from the presentation. Is there a way to convert the file without disrupting the integrity of the presentation outline? The reason I am doing this is because I am trying to eliminate the need for a laptop and projector.Thank you very much for your time, hopefully someone has a solution.

-this is for a nonprofit so the cheapest method is best

Play the presentation on a computer that has video out and record it on a DVD.
