Conditional Formatting with IF and AND formul

Specs: Windows 7
I am trying to create a conditional format to do the following. If cell B3 is "Executive" and cell C3 is "Contractor" then cell C3 needs to be outlined in red. Both B3 and C3 are populated from data validiation lists. Can you help?!

Without knowing what version of Excel your using, the formula would be:

=IF(AND(B3="executive",C3="contractor"),"TRUE","FALSE")
