Comparing 2 columns

Specs: Windows 10.01.2010
I need help with a formula.....I need one column to be < a number and another column to be >= a number then multiply by a rate. I hope someone understands what I am asking.

Can you give us some examples showing the output you want for a couple of different inputs.

For example:
If cell A1 contains 10 and it is less than the value in Cell A2, then the result is the value in cell A1 * 99, but if cell A2 contains 20 then as the value in cell A2 is equal to or greater than cell A1, the result is A2 * 99.

Using the real cell addresses of the cells that contain your data would also be helpful.
