Specs: Windows XP, not sure
I would like to know how to change the color of a cell to red if the value happens to be less than a given value. Example if a value of 15 is entered, I would like to evaluate this cell value to ( lets says a value of 20) and if it's less, display it the value of 15 in RED .

Your looking for Conditional Formatting but with out more info the best I can offer is highlight cell A1

On the Task Bar
Select Format
Select Conditional Formatting

You can choose either:

To keep it as Cell Value Is

Change Between to Less Than
Enter the number 20
Select Format
Select Patterns
Select the color RED
Click OK
Click OK

OR

Change Cell Value to Formula Is
Enter this formula

=IF(A1<20,TRUE,FALSE)

Select Format
Select Patterns
Select the color RED
Click OK
Click OK

In either case if A1 has a value less than 20 it will turn RED
and blank is less than 20.

If you don't want a blank cell to be considered < 20, but any other number < 20 (including 0) should be, then try this expansion of Mike's suggestion:

=IF(AND(A1<>"",A1<20),TRUE,FALSE)
