Can reinstall from CD fix Outlook has stopped working error?

Specs: Windows 10, AMD Athlon 4GB
Microsoft Outlook showing message that it has "stopped working" and will look for a solution but isn't offering one. Have read to disable "add-ins" but not successful. would a re-install from disc fix this?

Yes, re-installing Outlook from your Microsoft Outlook or Microsoft Office CD should fix the problem.

You might also first want to try running "Office Diagnostics" from the "Help" menu in the main Outlook window.

Hi Phil22 - I am no guru by ANY stretch of the imagination , but isn't running Office Diagnostics from the Help menu in the "Main Outlook window" a bit hard to do when my problem is that my Microsoft Outlook has stopped working and the reason behind my posting?
Are you suggesting another type of diagnostic? I reckon I have tried so many from all different angles now I am forgetting what I've done, but include trying to start in safe mode close/restart, trying to "change" in Programs &Features to uninstall (wont let me uninstall) to be able to re-install Office, I get into a loop situation with Error 30043-4 ....

Just so you know, Office Diagnostics is only available in the 2007 version.
MS, in their infinite wisdom, removed it for 2010 and later versions.

But if you have Office 2007, here is a quick rundown on what it does:

Sometimes, this problem is related to corrupt registry of MS office package. If you’re not working on the computer which is facing problem then save the troubleshooter to a flash drive or a CD. Now, you can run it on the computer which has this one error.
