Can a function create tags and can If include functions?

Specs: Windows 7 Home Premium Service Pack 1
I was wondering if a function can create tags for cells (Example: Cells C2-C8 have a value of either 1 or 0, depending on if one wishes to 'focus' on a certain row; 0 means do not focus whereas 1 means focus) and if the If function can include other functions as the Then/Otherwise results (Example: =IF(C2=1; *function to tag as focus*; *function to tag as NotFocus*)) and then have another cell reference that tag to dynamically select the appropriate cell by having to alter just one cell...?

I don't quite understand what you are trying to do.

What do you mean by *function to tag as focus*?

What do you mean by then have another cell reference that tag to dynamically select the appropriate cell by having to alter just one cell?
