Specs: Windows XP
Using windows XP and this has worked for years. Love it, very simple to use. Something happened that causes program to halt when Adobe Window first appears then activity ceases. During a safe system start everything is back mto normal and works great.
This is the old Adobe PhotoDeluxe 4.0 Home Edition

By safe system start do you mean Safe Mode? If so most likely some other program is conflicting with it (maybe something that you added recently).

If you still have a download or a disk then it might be worth uninstalling and reinstalling Adobe 4.

I have uninstalled 4.0 and reinstalled it using original CD included with HP printer. Have tried updating and problem still exists. What could be the difference between regular mode and safe mode starts?

As I said, most likely some program is conflicting with it. You could try tempoararily disabling things in msconfig Startup tab to see if you can unearth which one is causing it.

There is a vague possibility of a virus, so you could run this freebie on it, which often finds what normal AV's miss (green button top right):
