Windows XP alternate DNS Issues

Specs: Windows XP Pro
I am running WinXP Pro SP3 at multiple locations on a domain. I have configured DNS to use the internal DNS server as the primary DNS and an external DNS server (google) as an alternate (since I don't have a redundant network here). Whenever I have an internet outage at our main office, the sites are going offline as though they are not querying the alternate DNS. If I call them and have them switch the primary DNS to the external DNS sever, they connect to the internet without issue. What am I missing here?

Try the DNS of the ISP instead of Google.

Actually, the google DNS were the ones given to me by my ISP.
