|The first thing to do (and the easiest) is see if the card you bought is the problem. Try it in another computer, if you get the same results, then the card is bad and I'd take it back where you bought it and exchange it for a new one.|
If the card does work in another computer, then you have issues with the PC in question. It could be the hardware (ie: motherboard) or possible software (ie: the Operating System). In this case, it would be easiest to diagnose hands-on so you might want to take the unit in to a reputable shop in this case to have their tech diagnose the issue since it's unlikely we'll be able to help you here.
