Not familiar with the protocols in place in this type of commercial network. Would presume there may be some kind of licensing limitation or perhaps a hardware or software limitation to the number of simultaneous connections. consult your service provider or vendor.
I don't think there's a licensing limitation, as the troubled network is part of a much larger network and obvious is scaled to meet the demand of rescaling the numbers of clients logged on to the network.
