why can i not connect to my socket server ?

Specs: Windows 7
I have used socket test program to make a server and listen to a specified port, but my problem is I can't connect to the server from the client side I turned off my firewall but still the same I tried to connect it locally but yet it did not work , i ping my public IP address and it is not responding . i wonder how could i solve this problem .

Assuming you have a router.
Check if ICMP messages are allowed on the router.

Are you sure you have the right public IP address?

Have you forwarded the specified port from router to the PC listening to the specified port?
On the PC command: netstat -a will display ports listening (usually on the top of the list)

i dont have a router i use a modem .

i turned of my firewall , should i turn it on and enable ICMP ? is it needed ?

yes i am sure about the public ip .

no i didnt forwarded cause i dont have a router.

the netstat -a shows the port and its state which is listening .

if i dont have a router , does the firewall can set up some settings instead of the router ? cause i totally turned of the firewall ..
