White noise from modem

Specs: Windows XP
A family member was away and when they return from an extended absence they had white noise on their phone line. They had someone staying at their home while they were away to watch the place. The phone company has come and deduced that when the modem is not connected the noise goes away. They have replaced the modem 3 times! Same problem. Could something have been added to the phone line by the person staying at the house that would cause this problem?

anything plugged into any telephone ports in the house or is the modem the only device plugged in?

did anyone check the wiring connections to the telephone port the modem is connected to?
