what purpuse using DNS in client server tech

Specs: windows server 2003, 2GB
please explain in practical manner . I am using server system as dulal core processor 2.7GHZ and 2 GB ram Gigabyte G3im-ES2c mother board... can i use this server to connect 70 clients?

for telnet sharing and client store any data that will be stored on my server's HDD
