I am using VNC and some of the PCs I remote to have dual monitors. I would like to have both monitors displayed when I connect.

Ok, maybe I'm stupid but this request doesn't really make sense to me. Lets say you're sitting at your computer and it has a single monitor. You remote in to another PC via VNC and that one has dual monitors. Exactly how is it you think you're going to display those dual monitors on your single?

If you have dual monitors, then you have dual monitors and enabling it on the remote computer becomes a moot point.

Regardless, if I'm understanding you correctly, you cannot do what it is you are asking.

Ok, what happens, when you configure your client PC for no scaling?
Can you scroll to see the contents of the second monitor?
Are you using the commercial version of VNC (including the mirror driver)?
Do you also have a dual screen at your side?

I found the solution. UltraVNC 1.8 allows me to remote to a computer with dual monitors and toggle between displays
