USB 3G dongle can't connect on a laptop

Specs: Windows 7
Hi, my friend had just bought a 3g dongle, it is not working on his HP laptop but it is working on all other laptops, so when he enters the dongle and presses connect it says connecting please wait and nothing happens, therefore he removed and re-installed the software and nothing changed.
the coverage is perfect and there is a signal.
no problems with the anti virus.
wifi works perfectly.
so what could the problem be?

Ask the dongle supplier for help or go the relevant mobile network shop.

No one helped and their only solution was to make a format for the the laptop but I think it's simpler than that

This can be tricky sometimes, it might due to driver or software conflict with existing ones on laptop. Try to uninstall other network or wireless related driver or software, reinstall the 3G dongle related driver and software, finally test again.

Sorry, I've tried it but it didn't work. I searched a lot for the solution and figured out that it is a modem issue, the laptop is not supplied by a modem BUT it's recognizing the dongle and the mobile as modems without connecting to the internet. So what could be the solution for this?
