What folder is it? What files are in that folder? Who owns them? Have you tried the attrib command? Were you logged in as administrator?

How do you know when a politician is lying? His mouth is moving.

First, the account you're using has to have the right to change attributes. I would start by checking that. A user can normally change attrib's on files/folders they've created, but not on anybody elses. Administrator accounts should be able to change it on any file/folder.

I should have asked, is this within a workgroup or a domain?
