tracing an IP address for USB stick

Specs: Windows 7
we (educational institution)are attempting to trace an ip address for a STC USB stick. Actually, we have requested STC GSM provider to trace it. Reason being is, one or more of our teachers have sent an email harassing other staff. We wish to find out if STC has the techincal know how to get this info. Your help is appreciated.

The USB dongle is not part of your school network and therefore for privacy reasons your school IT and it's own ISP are not legally able to release any information to identify the sender. If you know it is coming via a GSM mobile internet provider that is all you will get. That provider cannot release information about their subscriber.
If the matter is serious enough then put a complaint in the hands of police who have the investigative powers to trace the message origin.
The other thing to do is see if your ISP is able to block or filter any/all messges that originate from that source.

Hey Richard,

Thanks for the reply. Our superiors are going behind the authorities and speaking directly to the GSM internet provider. We are located in the Middle East and things work here based on connection. The superior are talking to GSM provider to see if they can track the dongle. Apparently, they found out it came from a 3g or mobile device. Based on what the IT dept here is saying. The prefixes of the IP give away which provider the email came from. In this case, it was like i said a 3G or mobile device. The question then comes to mind is, can they the GSM provider trace that IP address to the owner of that particular dongle knowing that the IP keeps changing everytime the dongle is conncted and disconnected? Also, how long would this trace take from the GSM provider? Thanks in advance!
