We have set up a surveillance system for a government installation and let the their engineers operate it. One day we received a call one of the redundant systems is not functioning. We went to the site and did some bite test and indeed it was not working. We changed the module using the spare and sent the defective module to the factory for analysis. We also got recordings of the log files and in the same log file we found out someone logged on and used
Annother IP address 2... One of the engineers tried to break the password of the equipment coz he was apparently trying to hook up another newly installed equipment into the surveillance system Note that this system has been running without any problems for almost 22 months until this so called password infringement using Linux.

You should contact law enforcement or the agency's security department. It is usually a crime to change IP addresses on that sort of stuff. It needs to be investigated.
