slow lan transfers xp vs win98

Specs: Windows XP
I have a home wired DSL network (DSL Gateway modem [Westell] and Linksys router). Have two computers on it - Win XP SP3 and Win98SE.

If I use the 98 machine with Windows Explorer to copy a file from the 98 machine to XP machine my speed is ~63Mbps. If I use the XP machine for the same transfer the speed is 1/3 (~17-20Mbps).

The same speeds apply when I copy a file from the XP machine to the 98 machine - using Windows Explorer in XP results in speeds about 1/3 of what I get when I use Windows Explorer in Xp. For the record, I also have a 3rd party file manager on the XP machine (PowerDesk) but using it makes no difference (I didn't think it would but tried it anyway).

What is going on?
How can I troubleshoot the problem?

I have done some looking through Google but found nothing helpful. My "browsing" speed of one computer from the other is just fine and most postings seem to deal with that problem (which I don't have).

I would be looking at the antivirus and other anti-malware that you may have running on the XP machine. Do you have Windows Defender installed on the XP box? There are any number of security progs that may be scanning anything you do in XP. eg I use Avast Free antivirus and have it set to scan "On-access". It causes a slight delay to the start of everything I do.

I use Kaspersky Internet Security.

I tested with KIS running and not running. No difference that I could see.

Since I am behind a DSL router firewall I have no other antivirus type stuff (or firewalls) running.
