Setting up device restrictions to router

Specs: Windows XP
Hi All

Background: I rent out 2 rooms in my home and 1 of the tenants is constantly downloading from our cable internet connection. I would like to setup some restrictions for the following:

1) Restrict the number of devices connected to the router (the tenant connects his laptop, desktop, smartphone and iTouch to the router)
2) Limit bandwidth available to devices (ie. 10kb/s for the tenant's lapto/desktop/smartphone/iTouch)

I am familar with some aftermarket software (dd-wrt), but I do not have technical expertise to master the settings. Please kindly let me know what your thoughts are.

1. do ip reservations which is to map the mac address to a ip address. You would set your dhcp scope to the exact size of devices you want on. So if you want your tenent to have two at a time and the other tenent one and yourself 3 you would set your dhcp scope to only provide 6 ip addresses

2. I am not aware of any way to limit wireless access bandwidth. Wired yes but not wireless.

Perhaps someone else can chime in here.

why don't you just use set up access list or whatever it might be called on your router and limit access to your router to devices with particular MAc addresses.
