i have two racal milgo rmd 3222's that always report that there is no dial tone. I have voip as a phone service. is it possible that the modem is not drawing enough current to make the voip modem think the phone went off hook? if this is possible does anyone know how to test and/or fix the problem.

Check the configuration of the Modems and with your VoIP service provider.

No dial tone of a VoIP phone usually indicates that the Modem is not connecting to the VoiP servers.

As VoIP is a digital system, current plays no part in it

i am talking about connecting a analog 14,400 bps modem to my phone line to test it, not a voip phone or a cable/dsl modem not working.

If you are trying to connect an analogue modem where does VoIP come into it as VoIP if digital.

While it is possible to connect a VoIP phone through an analogue modem it is a complete and total waste of time. You might just as well use an analogue phone.
