Your IP address might be Malfunctioning so calling your ISP is your option to do. Also try to shut down any fire wall and see if you can connect to the internet without an IP. But if you are using an establishment's computer then your computer surfing sites are limited by administrator. So the options that you can do is to talk to the admin himself about the matter.

Normally a proxy is setup for a company install, not a home install.

There are a few ways to implement it also. Proxy.pac files and the newer files for that. Also direct proxies and proxies that require logins.

We'd need to know what you have.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

What makes you think you need a proxy server in the first place?

And addresses like "www.google.com" or "www.hotmail.com" are not proxies. Typing them into the proxy field in Firefox will cause problems.

Look it's definitely an ISP problem you must exclude using any proxy then connect in the internet. If you can't connect in the internet contact your ISP and ask about the condition of your connection.
