Have you adjusted your network sharing settings?

-Control Panel -> Network and Sharing Center -> Change advanced sharing settings ->
*Turn on Network Discovery
*Turn on File and Printer sharing
*Turn off Password protected sharing.

Give that a crack.

How is the IP address assigned? Are you assigning them statically (manually) or are you using DHCP?

In either case, open a command prompt window on the problem PC and also on one that's working and type the following command:

ipconfig /all

Compare the output. The only thing that should be different is the actual IP address. What are you seeing on the windows 7 PC?
